Board Mission Statement: To be a driving force in the area and to provide employers with necessary support for the economic benefit of the community.

The North East Texas Workforce Development Board plans and oversees the local workforce development system. The main function of the Board is to make clear decisions about the direction and future of workforce development programs for the local area. The Board is not a direct service provider, but contracts with provider organizations to meet identified needs.

Board members from the public and private sector are appointed by Chief Elected Officials from the nine county North East Texas Workforce Development Area and serve three year terms. The Board Chair represents the private sector while members include leaders from education, labor and community organizations, and government agencies.

The Board was created through the Texas Legislature, Senate Bill 642. The legislature enacted two laws designed to address the disjointed structure of the administration of workforce development services and to ensure comprehensive, coordinated efforts with minimal duplication. This created the new Texas workforce system.

In addition, Texas implemented the Workforce Investment Act (WIA) of 1998. WIA requires states streamline and consolidate their job training systems by creating a "one stop" approach to delivery of services. WIA not only replaced the Job Training Partnership Act (JTPA), but moreover established a new workforce development system for the nation. This new nationwide workforce system reflects many of the features already established by the Texas legislature under House Bill 1863.
