Vendors may do business with the Board in several different ways.

The Board regularly procures goods and services under $25,000 through Requests for Quotations (RFQs), requests for qualifications and Requests for Proposals (RFPs). From time to time, the Board may purchase goods such as computers or furniture through Invitations for Bids (IFBs) or RFPs.

For purchases in excess of $25,000, the Board will issue Requests for Proposals (RFPs) and/or Invitations for Bids (IFBs). The requests are posted on the website and advertised in local media. Examples of previous RFPs for services include Management and Operation of the North East Texas Workforce Centers and Youth Services.

For small purchases under $25,000, the Board will contact a minimum of three bidders either by phone or fax. To receive notice of procurement opportunities, vendors should request that they be added to the Board's "Bidder's List" citing specifically the types of services/goods the vendor provides.

Training in various programs provided by the Board is conducted through a "tuition-based individual-referral" system. The Board purchases training seats on an as-needed basis in existing classes provided by proprietary schools and public training institutions. Training is provided only in occupations in demand in the North East Texas Workforce Development Area as defined by the Board. Vendors go through a "certification" process based on a response provided to a request for quotations. If a vendor meets criteria, they are added to an approved vendor list and are then eligible for referrals from the North East Texas Workforce Centers.
