Invitation to Provide Services
General: The purpose of this invitation is for the North East Texas Workforce Centers in Texarkana, Mt. Pleasant, Paris or Sulphur Springs to partner with local organizations to provide intensive employment counseling and job placement services to Choices and/or Re-Integrated Offender (RIO) clients in their respective service areas. Services to be provided are described in the Statement of Work and may not exceed $1,450 per Choices client or $625 per RIO client.
The selected partners must be legitimate business or social organizations registered to do business in the state of Texas.
All services provided under this partnership must be approved by the North East Texas Workforce Board prior to implementation and a formal agreement for services must be executed.
Statement of Work
Partner Responsibilities: The partner may provide Choices or Project RIO clients any or all of the following services: 1. Secondary assessment services, employment counseling, occupational training, and/or employment. 2. The Partner will provide services to only those Choices clients that have been referred by the Workforce Center. 3. The Partner will counsel the client to ensure that the client adheres to the service plan developed by the Workforce Center’s Resource Manager and the client. 4. The Partner will report all weekly hours of participation to the Resource Manager each Monday for the prior week. It is critical that clients meet the required number of weekly hours of participation as described in the service plan. 5. Weeks of participation are from Saturday through Friday. 6. The Partner will make every effort to place the clients in employment. 7. Clients may have access to other services offered by the Partner in concert with the client’s plan of service. 8. The Partner is expected to keep the client engaged in all required activities after the 4 weeks of job search. These activities will be added to the updated service plan and may include Community Service, GED, job skills training or vocational training. 9. Within the scope of their ongoing services, the Partner will track retention for up to 4 months after the client has gone to work.
Workforce Center Responsibilities: 1. The North East Texas Workforce Center will provide a point of contact to coordinate all activities and ensure the flow of services between the clients and the Partner. 2. The Resource Manager will refer eligible Choices and/or Project RIO clients to the Partner for services. The Workforce Center will not be responsible for payment for clients not formally referred. 3. The Workforce Center will have responsibility for all State of Texas record keeping functions. 4. The Workforce Center’s Resource Manager will be responsible for eligibility, service planning, provision of support services, and all documentation in the client case record. Payment Points: 1. Upon referral from the Workforce Center, the Partner may bill for Choices clients as follows: • $125 for each client for assessment, employment counseling, and tracking participation hours. • $125 per client for successful completion of 4 weeks of assigned activities and required documentation or entered employment before completion of 4 weeks of assigned activities. • $700 per client for gainful employment of client through counseling, training or job placement (minimum of 25 hrs/week). • $500 per client for job retention (6 weeks from date of placement). 2. Upon referral from the Workforce Center, the Partner may bill for RIO clients as follows: • $125 per client for assessment. • $500 per client for job placement.
