is seeking a vendor to provide a Voice over IP (VoIP) Solution for its five
offices in Northeast Texas. The chosen vendor will work with the Board
Information Technology (IT) Department to complete the project. The Board will
consider proposals for both Premise Based VoIP Systems and Hosted/Cloud Based
System must be sized to accommodate (at minimum) one hundred sixty seven (167)
handsets/seats, with the ability to increase in size to Three Hundred (300)
handsets/seats if needed in the future. Individual DID numbers are required for
each VoIP connected device within the scope of this proposal. The System must
also be able to easily accommodate a minimum of forty (40) simultaneous call
paths. Currently owned Workforce Solutions Northeast Texas VoIP Phones/Handsets
must be utilized for the proposed VOIP service. Current utilized hardware
infrastructure details are available upon request. PoE network switches will be
provisioned and managed by Workforce Solutions Northeast Texas and are NOT to
be quoted as part of the solution. Required features and additional details for
the system/service requirements are located in “VoIP System/Service
Requirements” section of this RFP.
Workforce Solutions Northeast Texas network services are currently under contract with Peoples Communications. The proposed solution will need to operate within the existing Peoples contract. Additional network infrastructure details are available upon request.
Vendors are required to include redundancy for core hardware with high availability as part of the solution. Onsite hardware must be configured in a high availability cluster. A Secondary/redundant offsite solution must be provided and configured with active architecture to provide automatic failover in the event of primary system/onsite hardware failure. Configuration must provide automatic failover from primary to secondary circuit(s) in the event of either carrier or circuit outage. The secondary/failover solution must be located in a geographically diverse offsite data center and must meet SSAE 16 SOC 2 Type II as well as FIPS 140-2 Data Center compliance standards. The Proposal must identify physical location of the Data Center (s) and proof of Compliance.
Vendors are required to provide onsite installation/configuration of all hardware (including currently owned Polycom VoIP phones) and to provide onsite training for Workforce Solutions Northeast Texas administration and staff. Details for onsite Installation and onsite training requirements are located in the “Installation” and “Training” section of this RFP.
Vendors are required to include all maintenance and software upgrade costs for both a Three (3) and Five (5) year period. Vendors are also required to provide a SLA (Service Level Agreement) regarding response times for support. Details for maintenance & support requirements are located in the “Maintenance & Support Requirements” section of this RFP.
