Report an Absence for Providers
Child Care Attendance & Absence Reporting Requirements for Providers
Child care providers participating in the Texas Workforce Commission (TWC) Child Care Services program are required to follow all attendance and reporting procedures outlined in their Provider Agreement and TWC rules, Child Care Services.
In accordance with §809.78 and WD Letter 08-23, Change 9, providers must ensure that parents are responsible for reporting their child’s attendance and absences in TWC’s automated attendance system (KinderConnect). Providers and their staff may not access a parent’s login information or report attendance on behalf of a parent, except in limited circumstances outlined in WD Letter 08-23, Change 9 and any subsequent guidance. Providers using a supported Child Care Management System must upload attendance data to KinderConnect at least weekly.
Providers are also responsible for timely reporting specific situations to the Board, including:
Misuse of TWC’s automated attendance system
A parent’s refusal to use the attendance system
Discrepancies in a child’s authorization (within five days of receiving authorization)
A newly authorized child who does not begin attending within five days of the start date
When a child stops attending without notice
When a parent provides notice that the child will no longer attend (report within five business days)
Intent to sell the operation (30 days advance notice required)
Additionally, under WD 14-22 Change 4, providers must report to the Board within three business days when a child has been absent for five consecutive days with no contact from the parent.
Timely and accurate reporting helps ensure proper reimbursement, prevents fraud, and supports continued eligibility for child care services.
